What follows is a long list of child pornographic files that Patrick F. procured and passed on via the Internet or messenger services, but also allegedly created himself. The 39-year-old German followed the public part of the indictment reading calmly and calmly. He looks silently at the table in front of him, occasionally glancing at the audience. They actively do sexual violence to children, they support their partner in it, they make videos, they ask the child to participate, they talk to them well, they prepare them for the deeds. They watch. Or they just look the other way. «There is a common notion that the sex offender must be a man. That is mostly true, but not in this exclusivity,» says Jörg Kinzig, Director of the Institute for Criminology at the University of Tübingen. Women did abuse.
However, according to experts, their motives are not always the same. In her dissertation published in 2019 at the University of Tübingen, Ulrike Hunger found out that women often commit acts of abuse with another person – for example with their partner and for his sake. For fear of losing the husband, they allow attacks on the child.
Because they are emotionally dependent on the main culprit, they let him be. Typical of women: for example, acts without physical contact – that is, asking the victim to determine what they have to do or simply doing nothing. In around 65 percent of the cases examined for hunger, women did not commit the acts alone, almost always together with a man.
For her work, Hunger had rolled through 164 files on convicted female and – for comparison – male sex offenders in Bavaria and Baden-Württemberg. «If, for example, a woman is very afraid of being abandoned due to her personality, then she is more easily manipulated by a partner and more willing to accept damage to her child or to play it down to herself,» explains Professor Klaus Beier, head of the Berliner Network «Don’t become a perpetrator», which is aimed at people with a pedophile tendency. Pedophilia in women, i.e. the sexual fixation on children, is extremely rare, according to Beier’s experience: In the 15 years since the prevention network was founded, which now has eleven locations, around 3,000 men have registered in Berlin – but only 36 women. 1200 of the men were finally diagnosed and the majority were found to be pedophilic.
For women, 23 could be recorded. However, only two of the people seeking advice were found to have a pedophile predisposition. So are there virtually no pedophile women? The data situation is unclear. «We do not yet know how many women have a sexual interest in children and whether this is similar to that of men,» says Safiye Tozdan. She conducts research at the University Hospital Hamburg and is currently collecting data as part of an anonymous online survey for women with a sexual interest in children.
There are no results yet, but in any case not every sexual assault on children is based on a pedophile tendency. On the contrary – researchers like Beier assume that 60 percent of the acts, mainly committed by men, are so-called substitute acts, that is, motives that are completely different from those of an exclusive sexual interest in children. The need to exercise power could play a role as well as personal experiences of abuse in childhood. Or simply the fact of resorting to children because sexuality with an adult is not possible. Overall, the police crime statistics (PKS) put the proportion of female suspects in child sexual abuse at 627 people.
This corresponds to 6.1 percent of the 10,259 alleged perpetrators. «Of course, these are just so-called brightfield data,» says Kinzig. «How that looks in the dark is unclear.» Tozdan assumes a massive underestimation of the number of unreported cases, including for female perpetrators. The research on this is still in its infancy, she says. The interim report of the child abuse processing commission from 2017 stated that women appear «primarily as those who knew about it and thus as supporters of the crimes». But women could also be lone perpetrators, it is said.
